Former police officer Dylan Hartley banned from profession
They resigned from Greater Manchester Police on 5th November 2024, before they could be dismissed.
An accelerated misconduct hearing took place at Greater Manchester Police (GMP) headquarters earlier this week (Tuesday 2nd September). Dylan Hartley, a former Police Constable with the force, had been accused by numerous people of "foul and derogatory language".
More specifically, the language used by Mr Hartley was described as "discriminatory to a number of protected characteristics". While no examples were publicly released by GMP, this could potentially include things such as sexism, racism, ageism, and many other things.
At least one person, described by GMP as a victim, suffered "direct psychological impact" because of Mr Hartley's foul and derogatory remarks. This was labelled as "abhorrent" in the hearing, and as contrary to the standards of a well-conducted police officer.
It was pointed out that Mr Hartley was served with documents relating to the hearing, but they had decided to not attend, or make any attempt to defend themselves against the accusations. Due to this, when considering mitigating factors, the hearing could not find any as Mr Hartley was completely uncooperative with the matter.
Lee Rawlinson MBE, the Chief Resources Officer for GMP, presided over the hearing and delivered the outcome. Describing Mr Hartley's behaviour as "disgusting and simply unacceptable", they determined that had Mr Hartley not already resigned from the police force on 5th November 2024, they would have been dismissed with immediate effect.
It was also ordered that Mr Hartley's name be added to the College of Policing's Barred List, meaning they can never again serve as a police constable in England or Wales.
